Welcome to GWD Cotswold..
They do look pretty revolting and I certainly wouldn't want them on my cabbage or any plant...
I don't know what they are but I am leaning towards the mealy/scale bug side. Is the insect next to the eggs/whatever the "parent" or just a casual visitor??
