What is the best time to lop off dead branches - I have a lovely flowering cherry but notice two large branches are quite dead

If they're dead JW - really dead - then I guess anytime. The main thing to avoid with any tree pruning is to avoid cutting livewood during the spring rush - the sudden early flow of sap (and that really sticky stuff plums and cherries have, some pines too). That said, they're unlikely to bleed to death...
So if the branches are dead, you can lop 'em off with impunity (or whatever you call your lopper).
