Yes that does look like mildew RF.
A good remedy is to mix a solution of nine parts water and one part milk (I use semi-skimmed but I think whole milk is better) and simply spray the solution onto the affected areas on a twice weekly basis until the problem is resolved.
This worked very well a couple of years ago on my Acer 'Crimson Sentry' which has been mildew clear ever since.

What a great Tip Spruance - thanks a lot and I certainly will try it.
Does it make the leaves "milky" or does it run off mostly.

Well my acer was in a really bad way with the majority of the leaves heavily mildewed, and I suppose it did leave a slightly greasy residue. It might not look so bad on a less badly afflicted plant though.
