What is this plant? it looks like a pampass but the stems are like bamboo. Should I cut it right back? if so when should I do that?

It's a tall grass....possibly a miscanthus. If you look at the base, there should be some new shoots. I'd leave the dead top as it is for now....i like them as it is, and it will also give the new growth frost protection.
Cut back the old dead growth in march

Somehow Miscanthus seems to be the more likely one, not as bushy plumes as Pampas. Are the blooms sort of zig zag each? Then it is Miscanthus. You can remove the brown stems you will find green ones in the middle already those are last years stems that did not bloom. They can be left to protect the new growth which will come later. Looks like Miscanthus Zebrina to me, at the base you can just see the stripe. Theres one on my garden pics in its summer garb.

Can you see any stripes on the leaves near the bottom, I guess it is Zebrina. I cut mine yesterday as the wind had knoched it about so much & the stems were indeed like bamboo, about 7 feet tall, new shoots coming strongly at the bottom? It makes a great screen.
