The general rule of thumb when pruning is
Winter and spring flowering plants are pruned straight after flowering.
Summer and autumn plants are pruned before flowering
If your vibernum is about to flower, it shouldn't be pruned. However, many local authorities are flat out mowing in a few weeks time and will be pruning, just to make the plants look tidier, around now.
There could also be contractual issues...ir a contractor has it stipulated in the specification that all shrubs are to be pruned before (for example) 15th March.

I know what you mean Slugger and you Andy as well. We have just come back from shopping and the council (or whoever) are cutting down everything in it's path - well that is the way it looks.
In one particular place there were 3 or 4 wonderful forsythias - it was a joy to see them each year. I know that they will grow back but should they get "orders" to do it next year, they will never flower again.
My next door but one neighbour (think I have said this before) used to prune everything in autumn - everything - then complained when things never flowered. I told her the same as Andy has said and she is now happy.
Mind you I wonder what the council would say if I said the same to them??

When I was working it used to get on my nerves to see the contractors come in and mutilate shrubs What used to get my goat the most was the way they would just take the sides off the Lavender that edged some of the beds, they'd go right back into the wood and I mean right back What really annoyed me was they almost all grew back brilliantly. Now if I do it no more Lavender
